Consultancy: Coordination and guidance on beneficial ownership data interoperability project
Project overview
Open Ownership, in partnership with the Global Coalition to Fight Financial Crime (GCFFC) and the London Stock Exchange Group (LSEG) Risk Intelligence, launched the Taskforce on Interoperable Beneficial Ownership Data in March 2025. This global initiative aims to catalyse innovations in technology and data governance to unlock the power of beneficial ownership (BO) data in preventing and detecting transnational corruption and financial crime.
The Taskforce brings together over 50 leading experts from the private sector, civil society, government agencies, and international institutions. Through targeted collective action and high-level engagement, the Taskforce will produce a final innovations report in March 2026 outlining key solutions and next steps to advance interoperable BO data systems across borders (more information in the Terms of Reference).
Purpose of the Consultancy
Open Ownership is seeking a highly experienced consultant to provide strategic leadership to the Taskforce. The consultant will lead the development, coordination and delivery of two online Taskforce meetings, including shaping the agenda to leverage Taskforce members’ expertise to deliver Open Ownership and the Global Coalition to Fight Financial Crime’s strategic objectives for this initiative. The consultant will lead on developing agendas and background papers, working with Open Ownership’s policy and technical experts to coordinate technical insights, and lead the development and drafting of a high-impact policy influencing report that synthesises recommendations discussed by the Taskforce. The contractor will be the primary contact point for Taskforce members attending meetings, but Open Ownership will provide administrative support to e.g. send invitations and host the online meetings.
The contractor will report to Open Ownership’s Deputy Executive Director, who oversees the organisation’s advocacy activities, as well as interfacing with relevant team members from policy and research, advocacy and administration.
The consultancy will take place from late September 2025 to end March 2026.
A total budget of up to USD35,000 is available for this assignment, including daily fees and additional expenses incurred by the contractor. The assignment is expected to require approximately 5-7 days from the consultant each month (work hours can be split over several days). No travel is required from the consultant.
