Terms of reference for support on improving the legal framework, interoperability, and usability of beneficial ownership data in Chile

Context

Public procurement, and the strategic use of beneficial ownership (BO) information to tackle corruption and strengthen procurement integrity, has been identified as a high-impact use case for the transformative impact of beneficial ownership transparency (BOT) reforms. Increasingly, countries are not only recognising the value of BO data in public procurement but are also actively implementing measures to embed it into their systems. Open Ownership is working with several countries globally to support the use of BO data in procurement processes.

In Chile, significant progress is underway. ChileCompra, the country’s public procurement agency, has introduced major changes to its processes and systems, including establishing a mandatory vendor registry that collects BO information from participating suppliers.

Purpose of this contract

Building on progress made to date, this assignment aims to advance BOT reforms in Chile by focusing on public procurement systems and promoting improvements in data interoperability and usability.

Open Ownership seeks an experienced, short-term contractor, either an organisation or an independent consultant, to support an adaptive programme that will respond to evolving needs and circumstances in-country. The assignment will help pave the way for a more structured and sustainable approach to BO data integration at the national level.

This project offers a valuable opportunity to contribute to Chile’s leadership in BOT, address real-world implementation and policy challenges, and generate actionable insight for other countries pursuing similar reforms.

We anticipate that this assignment will involve an estimated 70 working days between 2 July 2025 and 30 October 2025, with a maximum budget of USD 16,000.
