Gaps in UK transparency laws allow English Limited Partnerships (ELPs) to be used for fraud and sanctions evasion
ELPs were excluded from UK beneficial ownership (BO) transparency laws introduced in 2016–2017. Analysis finds over 4,500 ELPs being subsequently set up – a 53% increase – with leaked documents showing they were used by sanctioned oligarchs and marketed specifically to avoid BO disclosure.
