The Beneficial Ownership Transparency (BOT) Evidence Centre is a collection of research resources and other examples that show how beneficial ownership reforms lead to action and impact. It is part of a collaborative effort Open Ownership is driving to grow and showcase the evidence for BOT reforms. We add to the Evidence Centre on a regular basis and users may suggest corrections, or submit ideas for new entries and improvements to [email protected]. The BOT Evidence Centre is a project of the Beneficial Ownership Evidence and Measurement (BEAM) programme.

Tips on using this resource Tips on using this resource
  • The BOT Evidence Centre includes academic papers, policy briefings, case studies, investigative articles, and other resources whose findings rely on information from public sector beneficial ownership (BO) registers, or that document effective implementation practices that result in tangible outcomes (e.g. higher compliance rates or better data quality).
  • The cumulative filters (year published, jurisdiction, region, topic, type of resource) can help narrow the search. Filters can be individually removed in order to tailor the search. Searching by key words is also possible.
  • We do not include the names of individuals or organisations that are the subject of a piece of research or investigation in the title or short description. If you are looking for a specific case, please use other key words or filters to narrow your search.
  • Multiple topic tags are used to characterise an entry where it relates to more than one relevant policy issue. For instance, the “Transparency and oversight” tag covers many of the entries involving government institutions or politically exposed persons.
  • Jurisdiction tags indicate each jurisdiction that is referred to in the source material for the entry. Region tags are assigned based on the jurisdictions tagged for each entry.
  • Each entry can be expanded to find out more about each case (“Read more”), and access the original source.

Nor do we include evidence solely based on leaks from non-official sources; or counterfactual examples that document the misuse of anonymously owned companies, or that result from BO information being unavailable.

The cases contained in this resource are non-comprehensive. Users may suggest corrections, submit ideas for new entries or functionality improvements to [email protected].

Summaries reflect the content of the source materials at the time each entry was added; where sources report allegations or unverified claims, these should be understood as such. The inclusion of resources in the BOT Evidence Centre does not constitute or imply advice. The implementation of BOT reforms is highly context specific and successful approaches in one jurisdiction may not necessarily work in another.
