UK mandate to verify identity substantially increases compliance but also shows avoidance behaviour
The International Tax Observatory found that once identity verification became binding, compliance rates rose by 46.2 percentage points among beneficial owners who are also directors. They also observe companies using administrative loopholes to avoid compliance, and more use of higher-risk Authorised Corporate Service Providers by beneficial owners based abroad.
